The Digital Sovereignty Alliance’s (DSA) white paper, “Modern Foundations of Personal Finance: Literacy and Infrastructure in the Digital Economy,” has been recognized as one of five winning papers in the 2026 DC Fintech Week Call for Papers. The paper, authored by DSA Senior Policy Advisor Molly Woodman with contributions from Adrian Wall, Emily Ekshian, and Maghan Lusk, was also selected as 2026 Featured Research.
The DSA, a nonprofit organization focused on public policy, research, and education for emerging technologies, submitted its paper for consideration. It was chosen from numerous submissions and will be featured on the DC Fintech Week website at dcfintechweek.org and in the event’s community announcements. DC Fintech Week 2026 is scheduled to take place from October 13-16 in Washington, D.C.
The white paper examines the growing disconnect between the rapid evolution of digital financial systems and Americans’ understanding of personal finance. It highlights that comprehension of financial risk is the weakest area of knowledge for many. The research also addresses how disparities in understanding and access to digital finance disproportionately affect different households.
The paper’s conclusion emphasizes the need for regulation and financial education to evolve concurrently. Molly Woodman, lead author and Senior Policy Advisor at DSA, expressed gratitude for the recognition. She stated, “Most people are still getting comfortable with traditional finance, and now they’re being asked to make sense of digital assets too. Good rules can make these products safer, but they won’t help someone understand the risk they’re taking on.” Woodman hopes the work will spur policymakers and educators to prioritize financial literacy alongside regulatory efforts.
The selection of the DSA’s paper underscores the organization’s commitment to integrating expertise on emerging technologies into policy discussions. These discussions involve digital assets, financial infrastructure, consumer protection, and responsible innovation. Through its research, educational initiatives, and engagement with stakeholders across public and private sectors, the DSA aims to foster policy frameworks that support innovation while upholding transparency, individual rights, and public welfare.
The Digital Sovereignty Alliance (DSA) operates as a nonprofit social welfare organization. Its mission is to advocate for public policies that support ethical innovation in decentralized technologies, blockchain, cryptocurrency, Web3, and artificial intelligence. The organization conducts research, organizes educational events, and promotes policies designed to prioritize public welfare and digital sovereignty.
This recognition comes as institutional capital increasingly drives blockchain technology beyond its initial hype into tangible infrastructure. The DSA’s work aligns with the broader trend of advancing digital asset markets, as seen with investments like S&P Global’s investment in Kaiko to enhance digital asset market intelligence. The focus on literacy and infrastructure is critical for widespread adoption and consumer protection in the evolving financial landscape. The DSA’s research contributes to the ongoing dialogue on how to navigate these changes effectively.

The DSA’s focus on policy and education is also relevant in the context of other fintech developments, such as the leadership changes at Devexperts and the ongoing work by organizations like Humanity Labs, where Dimple Shah joined as Managing Director of Wealth Engagement. The paper’s findings are expected to inform discussions at DC Fintech Week regarding the future of personal finance in an increasingly digital world.
